Dear Robert Allen,
We are DARE TO TELL THE TRUTH, an
independent coalition of historians, educators, scientists and other concerned
citizens who are dedicated to educating the public about the epidemic of drugs
--and the resulting crime and violence-- that still plagues our nation.
We believe we have information which would help
you in this November's elections. As you know, our nation has been waging the
War on Drugs for the last twenty-three years. Yet, despite the expenditure of
hundreds of billions of dollars, the enactment of harsh mandatory sentencing
laws, drug education programs, and military actions against drug dealing at
home and abroad, the War On Drugs has been repeatedly proven to be a failure.
DARE TO TELL THE TRUTH'S research shows
that this seemingly paradoxical result is no accident. Our research also shows
that, in this election year, it is often those politicians who speak most of
"law and order", and the evils of drugs, who have the most to hide.
A 1988 Gallup Poll revealed that Americans
believed that drugs were the single most important issue facing our nation
today. We agree. DARE TO TELL THE TRUTH has made a scientific study of
the phenomenon of drugs, and the accompanying rise of the drug trade from a
historical and economic perspective. We have purposely tried to avoid the
overblown, and often hysterical point of view too often found in the media. Our
purpose is to concentrate on the facts.

DRUGS
On March 23, 1973, in the Oval
Office, President Richard Nixon had the following conversation with White House
counsel John Dean regarding possible payments to the Watergate "burglars":
Nixon: How much money do you
need ?
Dean: I would say these people
are going to cost a million dollars over the next two years.
Nixon: We could get that, You
could get a million dollars. You could get it in cash. I know where it could
be gotten. It is not easy, but it could be done. (Watergate Tape Transcripts)
Where was the money coming from?
In 1986, Richard Brenneke stated that he was hired as a
pilot for the purpose of delivering weapons to the Contras in Nicaragua. Upon
returning to an air strip in the U.S., he discovered a large box which had been
placed in his plane for return shipment. He opened the box and discovered it
was filled with pure cocaine. Enraged, he called his supervisor, Donald Gregg.
Gregg told him to mind his own business, and that his job was as a pilot not as
a policy setter. At this time, Gregg was National Security Aide/CIA liaison to
Vice President George Bush.

In 1971 former Green Beret, Sgt. Paul Withers testified at "The Winter Soldier
Hearings" in Boston, about his job description while he was on loan to the CIA
in 1966.
"The mission in Laos was to make friends with the Meo people and organize and
train them to fight the Pathet Lao. One of the main task was to buy up the
entire local opium crop. About twice a week an Air American plane would arrive
with supplies and kilo bags of gold dust. Paul gave the gold to the Meo in
return for their bags of opium which were loaded on the plane."

"It also seemed likely that Mooney, along with Marcello and Traficant, continued
to reap the benefits of an extensive CIA-Mafia-Texas cocaine smuggling ring
worth literally billions of dollars- a joint effort based in South America,
Costa Rica, and Panama, which Mooney had described to Chuck during the Bay of
Pigs era. Based on his brother's comments at that time, Chunk suspected the
ring utilized offshore Texas oil wells to subvert the efforts of US.

Henrik Kruger believes that Nixon coordinated a plan to use the profits from
the drug trade to his best political advantage. He states:
"Involved in one way or another in the planning, the execution, or both, were:
President Nixon and part of the White House staff; Meyer Lansky's corporate
gangster syndicate- in particular its Cuban exile wing run by Florida capo Santo
Trafficante, Jr.; The Cuba/China lobby; ultra reactionary forces in Southeast
Asia, primarily the Kuomintang Chinese on Taiwan, and in the Golden Triangle;
and intelligence and law enforcement factions of the CIA and BNDD/DEA."

In 1982 just prior to the flood of cocaine into
US cities, the Reagan Administration shut down its only Central American DEA
office. Where was George?
Chairman of the President's Drug Task Force
Michael Levine, THE BIG WHITE LIE, The CIA And The
Cocaine/Crack Epidemic, Thunder Mouth Press, NY.
Levine who worked for the DEA for more than 2
decades states that former Nazi war criminals were smuggled to South America at
the end of W.W.II, and put in control of the narcotics traffic to help fund the
Cold War.

More than $9 million a week in cash was secretly
air dropped into Arkansas, which became the CIA's domestic "banana republic".
These clandestine funds were laundered for the Agency and then used for the
development of Arkansas industry.
CIA contract agent Barry Seal disclosed, just
prior to his assassination, that he had been involved in a Republican-backed
plot to "dirty up" Democratic Presidential contenders like Clinton. Instead, he
dirtied up Clinton's brother Roger and other close political associates.
